I believe the blue Jays 40 man roster is full and therefore forfeit picks as well.. that would put the Twins up.

I just looked at some of the players ( why is A Reed on it ) For ARI and TEX, admin decided to promote only those players that made their MLB debut during the 2016 season. Players that had accumulated numerous years of service time but were passed through waivers this season to be placed on their team's minor league squad were left on the minor league rosters and are therefore subject to the draft.

I just looked at some of the players ( why is A Reed on it ) All players not on a 40 man roster with service time is eligible to be drafted in the Rule V draft.

So he would carry his 12 mil fee with him. If he doesnt get drafted is he a F/A

Correct. Although his $12M salary would stay with him because he is eligible for arbitration and not a V player.

If Reed doesn't get drafted in the Rule V, he shouldn't become a FA. In the past, players that aren't drafted in the Rule V didn't go to FA. They just stayed with their previous team. Correct me if I'm wrong, but there is nothing in the Constitution that says such a player enters FA if they aren't drafted here. Similarly, players that aren't drafted in the MLB Rule V draft don't become free agents.
