Phillies accept. Garcia has plummeted in the ranks, but should still have the potential he had before- just needs to figure out his command and was worth a flier. Lugo, while he ought to be a decent starter for the Padres, just didn't really fit my team build at the moment. Figured it was low risk, so why not?
