This statement is incorrect. The players eligible have to be signed with bonus pool money and needed to be signed by our lock date. No one from this year's July 2 class is eligible to sign before July 2. Morejon signed 5 days later during the July 2 period and before our draft started Now I'm even more confused. You say one thing and PadresJosh says another. All international guys are subject to the bonus pool (J2 signing period) unless they have 5 years service time in whatever country they from. Thats why guys like darvish, maeda, abreu was never part of the J2 signing period, enough service time. Morejon is only 17, so not enough service time and subject to the J2 signing period. Its down to the Padres if they wanna break the limit for the J2 signing period to sign him and others but that don't mean he's not a bonus pool money signing. It just means the Padres will be facing penalties next J2 period

Just asking but have yall skipped pick 2.19 Atlanta ? his time wasn't up yet was it or was it? That is completely my fault. I saw 2.9 and thought it was 2.19. The pick is on the Braves

It states that only players signed prior to July 2 for the current year are eligible for that draft. Feel free to take a look at it, but that is the assumption everyone was drafting on. Otherwise, I would have considered Morejon at the beginning of round 2. I'm not sure if this affects other IFAs drafted so far in this draft, but I know Morejon and Ona are two that I wouldn't mind taking a shot on but can't due to this stipulation.

Atlanta was contacted last night at 11:00 when Houston made their last pick. I have confirmed this through Houston, so I will continue on with the picks.
With pick 3.2 Baltimore selects C Chris Okey, CIN
With pick 3.3 Baltimore selects 3B Drew Mendoza, DET.

It's in the constitution and in the first post of this thread.

I have to say that is the wording used for international players in this draft. The problem is that the IFA July 2nd date is just the start date of when it begins, not the date that everyone signs necessarily. I think for the future it should be reworded.

If i recall correctly last year you could pick guys that werent signed yet but if they werent signed by the end of the year they would become FAs
